Anti-Corruption Workshop in Bangkok for Officials from Southeast Asia

The participants of the Anti-Corruption workshop represented justice sector institutions from the 10 members of ASEAN.

In partnership with the United Nations Office on Drugs and Crime, the American Bar Association Rule of Law Initiative (ABA ROLI) hosted a Regional Workshop on Promoting Integrity and Preventing Corruption in Law Enforcement Authorities in Bangkok, Thailand from April 30 - May 2, 2019. Participants came from all ten members of the Association of Southeast Asian Nations (ASEAN) and represented several justice sector institutions, including law enforcement, customs, and immigration agencies.


The three-day workshop was the first of its kind in Southeast Asia, where it produced the first regional typology of law enforcement corruption and the first risk matrix of the most harmful and common forms of police corruption in the region. In the development of these tools, participants shared with each other modern strategies to lessen corruption risks and they carefully considered the role that gender plays in corruption and law enforcement effectiveness. Additionally, participants received copies of ABA ROLI’s Law Enforcement Integrity Checklist, funded by the U.S. Department of State's Bureau of International Narcotics and Law Enforcement (INL), to support agencies conducting self-assessments of their integrity systems and identifying priorities for reform.

ABA ROLI’s work in Thailand falls under its Regional Anti-Corruption Program Adviser (RACA), which continues to support governments to better implement the UN Convention Against Corruption. For example, in partnership with the Thai National Anti-Corruption Commission, ABA ROLI supported anti-corruption work led by the Association of Southeast Asian Nations community. In 2018, ABA ROLI’s office in Bangkok also managed anti-corruption program activities throughout Asia.

Promoting Integrity and Preventing Corruption in Law Enforcement Authorities featured keynote addresses by Jenny Malheiro, INL Director at the U.S. Embassy in Thailand; and Paul Stephens, Deputy Head of Mission of the Australian Embassy in Thailand.
